Wayne Parker

Wayne Parker is the Chief Administrative Officer of the City of Provo, Utah. He began his service with Provo in September 2003, and has worked with Provo mayors Lewis Billings, John Curtis and Michelle Kaufusi.

Wayne came to Provo from the City of Ogden, Utah where he was the Director of Management Services. Before working for the City of Ogden, Wayne worked in the office of Utah Governor Mike Leavitt in intergovernmental relations and planning issues. He has also been city manager in Roy, Utah; Merriam, Kansas; and Smithville, Missouri.

Wayne received his bachelor’s degree in history and master’s degree in public administration from Brigham Young University. He is a member of the International City/County Management Association and is an ICMA credentialed manager. He is also the former president of BYU’s Romney Institute Alumni Association, a member of various local boards, and a two-term member of the Utah State Private Activity Bond Board. He was also the recipient of ICMA’s Award for Career Excellence in 2020. Wayne is married to his partner Julie and they have five children and 13 grandchildren. He and Julie live in Provo, Utah.
